ABOUT UNIPOL- International Policing Academy

INTERNATIONAL FRAMEWORK & TRAINING PARTNERSHIPS

UNIPOL GLOBAL PUBLIC SAFETY ACADEMY operates within the broader international cooperation environment alongside treaty-based systems, including the United Nations  framework.

It maintains partnership and training cooperation with law enforcement agencies.

In collaboration with the Georgia A. Police Academy and Harvest Christian University, UNIPOL provides non–law enforcement and non–peace officer training programs.

These programs focus on:

  • Leadership Development
  • Ethics and Accountability
  • Community Safety
  • Chaplaincy and Crisis Response
  • Governance and Institutional Development

FEDERAL LEGAL FOUNDATION

 Community Policing Authority (Federal Authorization)

  • 34 U.S.C. § 10381 – (formerly 42 U.S.C. § 3796dd)
    → Establishes the Community Oriented Policing Services (COPS Office)

✔ Authorizes:

  • Community-based crime prevention
  • Public safety training programs
  • Partnerships between law enforcement and community organizations

👉 This is key: It explicitly supports non-law enforcement participation in public safety initiatives.


 Crime Prevention & Public Safety Programs

  • 34 U.S.C. § 10152 – Bureau of Justice Assistance (BJA)

✔ Funds and supports:

  • Community-based violence prevention
  • Public education programs
  • Training initiatives (including non-police entities)

INTERNATIONAL RECOGNITION & GLOBAL RECOGNITION

Membership connects individuals to an international professional network engaged in:

UNIPOL operates within the framework of recognized international law governing diplomatic missions and international organizations, including:

  • Charter of the United Nations (1945)
  • Vienna Convention on Diplomatic Relations (1961)
  • Vienna Convention on Consular Relations (1963)
  • Convention on the Privileges and Immunities of the United Nations (1946)
  • Convention on the Privileges and Immunities of the Specialized Agencies (1947)
  • Geneva Conventions (1949) and Additional Protocols



GLOBAL PUBLIC SAFETY EDUCATION

GLOBAL PUBLIC SAFETY ACADEMY – UNIPOL promotes international dialogue and education in the fields of policing and community safety. The academy encourages the exchange of professional knowledge and best practices among educators, trainers, and public safety professionals.

Programs are designed to support professional competence, ethical leadership, and responsible policing practices that contribute to stable and secure communities.

The academy’s educational initiatives emphasize professional development, leadership responsibility, and cooperative approaches to public safety.


COMMUNITY POLICING PRINCIPLES

A central component of the academy’s training philosophy is the advancement of community policing. This model encourages constructive relationships between public safety professionals and the communities they serve.

Through education and professional training, the academy promotes approaches that strengthen community trust, encourage cooperation, and support transparent public safety practices.

INTERNATIONAL COOPERATION STATEMENT

The Police Academy (UNIPOL) supports international cooperation in public safety education and training through its global programs focused on community policing, public safety awareness, and community violence prevention. The academy promotes professional collaboration, knowledge sharing, and leadership development across its training networks in the United States, Canada, and Africa.


UNIPOL Academy recognizes the important role played by international and national institutions dedicated to public safety and security, including organizations such as INTERPOL, the Federal Bureau of Investigation (FBI), and the United States Department of Homeland Security (DHS). These institutions help advance global cooperation, information sharing, and coordinated responses to safety challenges.

INTERNATIONAL COOPERATION STATEMENT

As an independent educational training institution, UNIPOL promotes training philosophies and educational principles that encourage responsible leadership, interagency awareness, and cooperative engagement consistent with the broader goals of international public safety organizations.

Homeland Security & Preparedness Training

  • 6 U.S.C. § 741 et seq. – Department of Homeland Security training authority 

✔ Covers:

  • Emergency preparedness
  • Public awareness training 
  • Community response programs

👉 This supports civilians being trained AND training others.

 FEMA Community Emergency Response (CERT)

  • Governed under FEMA (Stafford Act: 42 U.S.C. § 5121)

✔ Allows:

  • Civilian-led emergency preparedness training
  • Community-based disaster response education
