LEGAL STATUS & OPERATIONAL AUTHORITY

 GLOBAL PUBLIC SAFETY ACADEMY (UNIPOL) operates as an educational and training institution providing instruction in public safety awareness, community policing principles, and community violence prevention. UNIPOL does not function as a law enforcement agency and does not exercise police authority. Its programs are designed for education, training, and community engagement.


Under Texas Occupations Code § 1701, the Texas Commission on Law Enforcement (TCOLE) governs the licensing and regulation of official peace officers employed or contracted by law enforcement agencies within the State of Texas.

Because UNIPOL is not a law enforcement agency and does not employ or commission sworn peace officers, its instructors, volunteers, and participants are not required to obtain TCOLE certification when engaged solely in educational activities. UNIPOL may lawfully provide training and instruction in areas such as:

  • Public safety education
  • Community policing concepts
  • Legal awareness and constitutional rights education
  • Crime prevention and community violence prevention initiatives
  • Civic engagement and safety awareness programs
     

These activities fall within the scope of educational instruction and public awareness, not law enforcement licensing.

CITIZEN AUTHORITY & CONDUCT(LIMITED)

Under Texas Code of Criminal Procedure Article 14.01, private citizens possess limited authority to make a citizen’s arrest when a felony or breach of the peace is committed in their presence or view.

UNIPOL recognizes these provisions of law but does not authorize or encourage members to exercise police powers. The academy operates strictly within the framework of education and community awareness.

PROHIBITED CONDUCT

UNIPOL members, volunteers, and participants:

  • Do not act as sworn law enforcement officers
  • Do not conduct police operations or enforcement activities
  • Do not detain individuals outside the narrow circumstances allowed under citizen’s arrest laws
  • Do not represent themselves as law enforcement officers or government agents

  • Provide non-enforcement training
  • Teach de-escalation, reporting, situational awareness
  •  Citizen’s arrest (limited scope) 

👉 This supports the concept that public participation in safety is recognized by law, but must remain limited.
