GLOBAL PUBLIC SAFETY ACADEMY (UNIPOL)

LEGAL FRAMEWORK COMMUNITY PUBLIC SAFETY ROLES

UNIPOL INTERNATIONAL POLICE ACADEMY

Community public safety participants, including those trained as Community Police Officers, Community Service Officers, or Public Safety Officers (civilian), operate under the general rights of private citizens and within programs that support community participation in crime prevention and public safety. Their activities are primarily educational, observational, and cooperative, not law-enforcement authority.

FEDERAL STATUTES SUPPORTING COMMUNITY POLICING & PUBLIC SAFETY PARTICIPATION

34 U.S.C. §10381 — Community Oriented Policing Services (COPS Office)
Authorizes federal programs to advance community policing and partnerships between law enforcement and community stakeholders to prevent crime and improve safety.

34 U.S.C. §10152 — Bureau of Justice Assistance Programs
Supports grants and programs for community crime prevention, training, and collaborative public safety initiatives.

34 U.S.C. §10486 — National Crime Prevention and Privacy Compact
Encourages cooperation among law enforcement agencies and organizations engaged in public safety activities.

42 U.S.C. §3711–3715 — Omnibus Crime Control and Safe Streets Act
Establishes federal support for programs that strengthen criminal justice systems and community crime prevention efforts.

42 U.S.C. §5121 — Stafford Act (Disaster Relief and Emergency Assistance)
Provides a framework for emergency preparedness and response programs that often involve trained volunteers and community safety participants. 



COMMUNITY POLICE OFFICERS

COMMUNITY POLICE OFFICER

A civilian public safety role focused on community engagement, neighborhood awareness, and crime prevention education. Community Police Officers help strengthen relationships between communities and public safety institutions through outreach and communication.


COMMUNITY SERVICE OFFICER

_______________________

A civilian support role that assists with community programs, safety awareness initiatives, and public service activities designed to support neighborhood stability and public trust.


COMMUNITY SERVICE SPECIALIST

_______________________

A role focused on community outreach, public education, and safety program coordination that helps communities understand prevention strategies and public safety resources.


POLICE SERVICE OFFICER (CIVILIAN)

_______________________

A civilian support designation commonly used for individuals who assist with non-enforcement public safety functions, including community engagement, information support, and safety awareness initiatives.


PUBLIC SAFETY OFFICER (CIVILIAN)

A general civilian role dedicated to public safety education, situational awareness training, and community violence prevention programs.

CIVILIAN PUBLIC SAFETY PARTICIPATION

First Amendment – U.S. Constitution

The First Amendment protects the right of individuals and organizations to educate, assemble, advocate for public safety, and participate in civic activities related to crime prevention and community protection.

Tenth Amendment – U.S. Constitution

The Tenth Amendment reserves powers to the states and the people, including the ability for communities and organizations to develop local safety initiatives and public safety education programs.


STATE LAW FRAMEWORK

Texas Occupations Code §1701 – Law Enforcement Licensing (TCOLE)

This statute regulates sworn peace officers employed by law enforcement agencies. Civilian public safety roles and community safety education programs are not required to be licensed as peace officers when they are not exercising police authority.


CITIZEN AUTHORITY

Texas Code of Criminal Procedure Article 14.01

This law recognizes the authority of a private citizen to make an arrest when a felony or breach of the peace occurs in their presence.

This statute demonstrates that community members have a recognized role in maintaining public order within lawful limits. Central component of the academy’s training philosophy is the advancement of community policing. 


FEDERAL LEGAL FOUNDATION

 Community Policing Authority (Federal Authorization)

  • 34 U.S.C. § 10381 – (formerly 42 U.S.C. § 3796dd)
    → Establishes the Community Oriented Policing Services (COPS Office)

  • Community-based crime prevention
  • Public safety training programs
  • Partnerships between law enforcement and community organizations

COMMUNITY POLICE OFFICER ROLE

A Community Police Officer within a civilian public safety framework focuses on:

• Community engagement and safety awareness
• Crime prevention education
• Situational awareness and neighborhood safety programs
• Cooperation with public safety agencies
• Violence prevention initiatives
• Civic leadership and community trust building

These roles strengthen the connection between communities and public safety institutions and help create safer neighborhoods through cooperation and prevention.


IMPORTANT LIMITATION

Community Police Officers trained by UNIPOL:

• Are not sworn law enforcement officers
• Do not exercise police authority
• Do not conduct law enforcement operations
• Do not represent themselves as police officers

Their role is centered on education, community support, and public safety awareness.

CIVILIAN COMMUNITY PUBLIC SAFETY ROLES

The UNIPOL International Police Academy is a membership-based training organization that provides education and professional development for individuals serving in civilian public safety and community support roles. 

UNIPOL trains individuals who are non-commissioned, non-contracted, and not sworn law enforcement officers or peacekeepers, focusing on public safety awareness, community policing principles, and community violence prevention.

These roles emphasize community engagement, prevention, public safety education, and cooperation with local institutions, while operating strictly within civilian authority and lawful civic participation.


INSTITUTIONAL STATEMENT


CONSTITUTIONAL RIGHTS SUPPORTING COMMUNITY SAFETY PARTICIPATION

First Amendment – U.S. Constitution
Protects the right of individuals and organizations to educate, assemble, and advocate for community safety and crime prevention initiatives.

Tenth Amendment – U.S. Constitution
Reserves powers not delegated to the federal government to the states and the people, including community-based public safety initiatives.


STATE LAW FRAMEWORK (EXAMPLE: TEXAS)

COMMUNITY PUBLIC SAFETY FUNCTIONS

Under these legal frameworks, community safety participants may lawfully engage in activities such as:

• Community crime prevention education
• Neighborhood safety and awareness programs
• Observational reporting of suspicious activity
• Support roles in emergency preparedness initiatives
• Community outreach and violence prevention programs
• Cooperation and communication with law enforcement agencies


LIMITATIONS

Individuals in civilian community safety roles:

• Are not sworn peace officers
• Do not possess police authority
• May not represent themselves as law enforcement
• Must operate within the rights granted to private citizens under law
